Rebuild Emerging Vendors Program Application

Thank you for your interest in the City of Philadelphia’s Rebuild Initiative Emerging Vendors Program for businesses located in Philadelphia. Firms accepted into the EVP will be eligible to participate as Emerging Vendors (EVs) and be counted toward an Economic Opportunity Plan (EOP) related diversity goals while receiving the back-end support and technical assistance needed to become a Minority Business Enterprise (MBE), Woman Business Enterprise (WBE), or Disabled Small Business Enterprise (DSBE) certified with a recognized third-party certifying agency.

Section 6: Additional Documents

After submitting your application to the City of Philadelphia’s Rebuild Emerging Vendors Program, a representative from Surety Bond Associates will send you an email with instructions on how to upload the following additional documents to determine your acceptance into EVP:
  • Proof of Citizenship–Driver’s License or US Passport
  • Bank signature as proof of control of bank account
  • Copy of current City of Philadelphia Tax Compliance Certificate
  • City of Philadelphia Commercial Activity License
  • Copy of licenses applicable to the business (e.g. architectural registration, trade licenses or certification)
  • Certification of General Liability Insurance
  • Proof of legal business structure (if applicable), e.g., Articles of Incorporation or Partnership Agreement
